When the plane is garrisoned:
1. Development skills will take effect when the plane is garrisoned in the Development Zone.
2. War skills will take effect when the plane is garrisoned in the War Zone and it is defending the Command Center.
When the plane is sent to march:
Only the War skills will take effect when the plane is sent to march.
