You can assign officers to activate their skills.

You should assign an officer to the department specified in its skill to activate it.
You can tap on the slot to add or replace an officer.
You can unlock more slots by researching technologies in Lab > Officers.
An officer can only be assigned in one department at a time, and an assigned officer cannot be sent marching.
About Skill Stacking: When two or more officers with the same skills are used at the same place, only the skill with the highest value takes effect.
